My name is Mary Lou Carrillo and I chose to retire after 24 years of dedicated service to the El Paso Police Department for the opportunity to continue to serve this community. Growing up I always looked up to my father, who showed me what it was to be a true public servant. I saw him raise his family and serve this community unconditionally for 40 years as an El Paso Police officer and D.A. Investigator. My parents both taught me the value of doing what is right at all costs and never to jeopardize my integrity. I am committed to the people in El Paso and know that together we can work to address many of the issues affecting our families and our community.

"I was born to serve, I am qualified to lead and I am dedicated to making a difference as your next Sheriff."

Born to Serve

Mary Lou was born and raised in El Paso and truly believes we can all make a difference in our community by valuing all people and treating them with dignity and respect.

As a public servant and proven leader, her focus will be service and accessibility to this community as a whole and Sheriff's Office personnel. She will foster an environment that develops leadership skills and teamwork at all levels.

Mary Lou is committed to creating innovative programs to address community issues:

  • Establish Multi-Agency Task Forces with no jurisdictional boundaries to address Domestic Violence, Sexual Abuse, proliferation of Gangs and Drugs, and Organized Crime.
  • Create a Public Corruption Intelligence and Investigation Unit working in collaboration with the FBI to combat public corruption at all levels and address evolving threats that are too complex or multi-jurisdictional for one agency to handle.
  • Reduce the cost of crime and recidivism by focusing on the ROOT cause of violence, drugs, alcohol and gangs, through collaborative efforts with non-profit organizations geared at prevention, education and treatment.
  • Enhance interagency cooperation and training, educate our community and consolidate resources for the safety of our families by creating a Border Security Critical Incident Response Plan.
  • Reduce the cost of operations by initially consolidating resources, such as Purchasing, Training, and Communications.

"Life is hard in the gang, but Officer Carrillo and her partner came into my life at the right time. They could have treated me like a criminal, but they treated me with respect and dignity and that goes a long way. I still get the calls, but I had to make choices. Who would have thought that I would have my own business and be successful."
- Robert Beltran
"I am one who lived the abuse, neglect, violence and crime. Sgt. Carrillo walks the talk and without her help I would not be where I am now, part of the solution instead of the problem."
